I’d say in terms of this post can be mentioned Hakuru http://hakaru-dev.github.io/ so it’s built on top of Haskell with it’s expressive type system and aims to probabilistic programming. But most of the mainstream tools are aimed to solve real world statistical/ML problems, so they could be just Python libraries or scripting languages
